Focus
John Hryhorchuk is Senior Vice President of Policy and Advocacy at Texas 2036, where he has led the organization’s policy team since 2020. His work focuses on ensuring state leaders have pragmatic, sustainable and data-informed solutions to the challenges facing Texas.

The team’s subject-matter experts work across education and workforce, healthcare, water, infrastructure, justice and safety, economic mobility, and the performance of state government itself. The team uses data to identify the challenges Texas will face over the coming decades, helps lawmakers build effective solutions, supports the agencies that carry those solutions out, and tracks whether the reforms are working. This facts-first approach has allowed the team to earn trust and deliver results as the state approaches its third century in 2036.

Impact
Under John’s leadership, the policy team builds bipartisan coalitions to advance long-term reforms that prepare Texas for continued prosperity. This work includes efforts to:

• Modernize Texas’ education and workforce systems: Advance reforms to public and higher education, including improvements to school finance, high-quality instructional materials, community college finance and the alignment of education and workforce outcomes.
• Invest in the infrastructure needed for a growing state: Support a stronger long-term approach to water, energy, state parks and other infrastructure critical to the state’s future.
• Improve healthcare and economic opportunity: Promote policies that expand health coverage and affordability and broaden the systems that allow more Texans to participate in and benefit from the state’s economy.
• Strengthen government performance and long-term planning: Contribute to reforms and investments designed to improve how state government uses data, manages public resources and plans for challenges ranging from pensions and public safety to emerging technologies and fiscal sustainability.

Past Experience
Before joining Texas 2036, John served as Deputy Director of Budget and Policy to Gov. Greg Abbott and as a budget and policy advisor to former Lt. Gov. David Dewhurst, with a focus on long-term fiscal and economic policy. In the Governor’s office, his work included House Bill 3 (2019), which overhauled Texas’ school finance and property tax systems. He earlier practiced law in New York and Washington, D.C., and served in communications roles on two presidential campaigns.
