John leads policy development and advocacy at Texas 2036, with a focus on ensuring state leaders have pragmatic and sustainable solutions for nonpartisan challenges facing the state.

He directs a group of subject-matter experts whose work spans education and workforce, healthcare, water, infrastructure, justice and safety, economic mobility, and the performance of state government itself. The policy team uses data to identify the challenges Texas will face over the coming decades, helps lawmakers build effective solutions, supports the agencies that carry those solutions out, and tracks whether the reforms are working. This facts-first approach has allowed the team to earn trust and deliver results as the state approaches its third century.

Before joining Texas 2036 in 2020, John held budget and policy roles for Gov. Greg Abbott and former Lt. Gov. David Dewhurst, with a focus on state fiscal and economic policy. That work included House Bill 3 (2019), which overhauled Texas’ school finance and property tax systems. He earlier practiced law in New York and Washington, D.C., and served in communications roles on two presidential campaigns.
