Earlier this month, Texas 2036 launched its 2022 edition of the Strategic Framework. The Framework provides in-depth cross-cutting data to inform key decisions about the most significant issues facing the state.

Key points on the Framework

In pursuit of a vibrant future for Texas, Texas 2036 developed the Strategic Framework rooted in commitment to tackle the most pressing issues our state faces in the best way we know how: the “Texas way.”

A look back to the first edition

On June 18, 2020, Texas 2036 rolled out its landmark report, “Shaping Our Future: A Strategic Framework for Texas.” It included an online dashboard and a comprehensive report meant to provide in-depth, cross-cutting data to inform key decisions about the biggest issues facing the state – issues that would affect Texans’ quality of life and the strength of the economy through Texas’ bicentennial.

Introducing the second (2022) edition

The first edition of the Strategic Framework was a starting point for what has become a robust and growing conversation across Texas about the future of our great state.

The feedback and ideas we heard over the last two years from Texans across the state have helped shape this second edition as we articulate a clear and compelling future for Texas.

36 goals for Texas’ future

In the Strategic Framework, Texas 2036 rolls out a vision for Texas that is built on six broad policy pillars representing the most significant drivers of Texans’ prosperity and help us monitor “the state of the state.”

These pillars are accompanied by 36 ambitious but achievable goals for the future of Texas, updated in this edition to more clearly articulate each goal and the data that will be used to measure Texas’ progress towards it.

New pyramid of data

Following the refinement of our goals, we reformulated our performance indicators and metrics to allow for more thorough monitoring of progress and the interrelationships of measures.

Metrics had to be publicly available from reliable sources with clear methodologies, and regularly updated to allow for the most up-to-date insights.

This work resulted in The Pyramid – a new approach to metrics that includes for each goal a primary indicator – a “north star” indicator that best represents progress on that goal.

How does TX stack up against peer states?

We realized that it was important to rank Texas against performance indicators, but also to see how Texas is doing against similar states.

This allows Texas policymakers and the public to make some of the same comparisons that people and businesses around the world make when looking where to invest or live.

The Strategic Framework, with its composite goals and metrics, is a robust resource for Texas policymakers and leaders as they consider what it will take for Texas to be a place of shared opportunity for decades to come.
