Emily was most recently a Senior Consultant at Sellers Dorsey & Associates, a national health care consulting firm, where she provided technical assistance and Medicaid expertise to states, health plans, providers, and support vendors. Prior to joining Sellers Dorsey, Emily spent 11 years working in various roles within the Medicaid program at the Texas Health and Human Services Commission, including serving as the Deputy Associate Commissioner for Policy and Program where she led a large unit responsible for policy development and program management for all Texas Medicaid programs and the Children’s Health Insurance Program. Prior to her role as a Deputy Associate Commissioner, Emily served as Director for Program Management, overseeing Medicaid managed care programs for children, pregnant women, youth in foster care, older adults, and adults with disabilities, and as Director of Policy Development Support, the area responsible for negotiations with the Centers for Medicare & Medicaid Services. Emily also worked as a policy analyst and collaborated with the Department of State Health Services on women’s health programs. Earlier in her career, Emily was a project manager at Shelter Partnership, Inc., a Los Angeles-based non-profit focused on homelessness and housing funding and policy issues. Emily holds a bachelor’s degree in Government and English and a master’s degree in Public Affairs from the University of Texas at Austin. A native Texan, Emily lives in Austin with her husband. She stays involved with her community through the Central Health Community Health Champions program, and volunteering with the Girls Empowerment Network.
