ACA Marketplace: More Texans are signing up

The Affordable Care Act 2023 open enrollment period to apply for health insurance started Nov. 1 and runs through Jan. 15, 2023. Now is the time for Texans to take a second look at the plans available.

Over the past several years, more Texans have secured plans in ACA Marketplace. For coverage in 2022, 1.8 million Texans were enrolled. Thanks to federal subsidies and SB 1296 passed last session by the Texas legislature, many plans should be more affordable than they have been in the past.

Our best estimates are that more than 40% of uninsured Texans qualify for federal subsidies that would help pay for coverage—but they have not signed up.

To find out why, we’ve undertaken our latest health care project, Who Are the Uninsured. This multi-year study aims to find out why eligible individuals haven’t signed up for coverage, and to better identify barriers and personal decisions that result in Texans not having access to affordable care.
