Luis Acuña

Senior Policy Advisor


Luis leads Texas 2036’s work on the digital divide and fiscal policy. He is also a member of the government performance team working to ensure state government attracts and retains a talented workforce. Luis joined the organization in 2019 and helped develop the organization’s strategic framework, Shaping our Future.

During the 87th Legislative Session he worked with key stakeholders to shape House Bill 5, which established the state’s broadband office and program. He also helped develop Texas 2036’s federal funds playbook which made recommendations to the Legislature for investing the American Rescue Plan Act Funds. Luis supports the organization’s efforts with the Future of Tech Commission, Digital Texas Coalition, and Opportunity Broadband.

Prior Work Experience

Before Texas 2036, Luis was an analyst with the Legislative Budget Board overseeing public health funding and conducting policy research on infrastructure and government administration. He has also been a legislative liaison for the Texas Veterans Commission and a legislative staffer in the Texas House of Representatives.
